New hospital in the bush-WTF

Drove to kompong chanang toady to take my friend to the airstrip and the prison cave.
On the way we passed a couple of big new garment factories and a new hospital.
It is huge and has a banner on the fence offering CT scans and a medical lab.
What is going on?
How many khmers in that province could afford to go there?
I just cant believe it,anyone know of this place?
On the way, near town, or in the middle of nowhere?
What about the airstrip, is it in use?
The hospital is about 10ks before the city,just before the garment factories.
The airstrip was in use yesterday,there was an old corolla trying to take off and some cows grazing at the sides.
Sounds like life in Gnowangerup up ML...
I have been told that the hospital is an american NGO initiative,with cheap treatment for the locals.
if only the government would do the same for the victims.....
