NOVCTF Webpage Designer
(23 Day Assignment)

The United Nations Children's Fund (UNICEF) is seeking to hire a qualified national consultant to design (and build MoSVY’s capacities to maintain) the webpage of the National Mutisectoral Orphans and Vulnerable Children Taskforce (NOVCTF) in order to promote public awareness of the NOVCTF, its roles and functions as well as to disseminate strategic information to a diverse range of stakeholders and users among multiple sectors.
Main duties/responsibilities
• Convene consultation with stakeholders and consumers to identify user needs and compile recommendations for the webpage’s design.
• Conduct a rapid capacity assessment of the information technology unit of the Ministry of Social Affairs, Veterans and Youth Rehabilitation (MoSVY) to determine feasibility and capacity development needs.
• Develop at least two different concepts for the NOVCTF’s webpage design, lay-out, contents and links, incorporating user needs, recommendations and capacities.
• Convene a stakeholder meeting to share and reach consensus on the concept and structure of the NOVCTF webpage and receive recommendations for changes where appropriate.
• Design the NOVCTF webpage accordingly with the objective of ensuring that routine and strategic information and data is routinely and promptly shared among NOVCTF stakeholders in a user friendly fashion. Incorporate in the webpage design a mechanism for monitoring the website’s use and a means of enabling user feedback.
• Through training and technical mentoring, develop MoSVY’s capacities to maintain the website, with clear guidelines clarifying roles and responsibilities.

Minimum Qualifications and Experience
• University degree in statistics, IT or related field.
• At least 3 years of relevant professional work experience in webpage development, training and maintenance.

Skills/Competencies
• Strong interpersonal skills and ability to liaise well with government, NGOs and development partners.
• Ability to work in a challenging environment.
• Fluency in English and Khmer.
