Position: Freshwater Conservation Manager
Organisation: WWF Cambodia

WWF, one of the world’s largest independent conservation organizations, has a global network active in more than 100 countries. As part of the WWF Greater Mekong Program (GMP), WWF Cambodia manages a wide array of conservation projects. We seek experienced international candidates for the position of:

Freshwater Conservation Manager

The Mekong River Ecoregion is one of WWF's Global 200 priority ecoregions. The Mekong River in the Kratie and Stung Treng Provinces, as well as the catchment areas of its three main tributaries the Srepok, Se San, and Se Kong, are priority areas for conservation for WWF Cambodia and the WWF GMP Living Mekong Programme. The Freshwater Conservation Manager leads coordination, development, planning, management, reporting, and monitoring of WWF efforts to conserve key freshwater habitats, aquatic species, and ecological functions of the Mekong River Ecoregion in Cambodia, working closely with the Country Director, Programme Manager, Ecoregion Coordinators, and project managers. The position is responsible for all aspects of this work, including the planning, management, financial, and administrative aspects as part of a team with other WWF staff, handling some matters directly and delegating other duties. He/she also works with government agencies at all levels, NGOs, communities, and other stakeholders.

Major Responsibilities:

• Develop an integrated Freshwater Conservation Strategy for WWF Cambodia, ensuring it is aligned with the WWF’s Global Programme Framework, and WWF GMP’s Mekong River Ecoregion Conservation and Living Mekong programme (LMP) Plans.
• Develop proposals and secure funding for freshwater conservation projects and activities
• Manage and provide technical support to all freshwater conservation projects and activities (currently Dolphin Conservation, Wetlands Alliance, Community Fisheries, Bird Nest Protection, other associated freshwater projects)
• Coordinate trans-boundary conservation work with WWF Lao's Freshwater Conservation Programme
• Develop freshwater conservation management policies regarding effective management of the Freshwater Conservation effort in Cambodia
• Implement and monitor cooperation agreements and MoA’s (Government agencies, NGOs, UN, others)
• Provide technical support and capacity building in biological research, community extension, law enforcement, site management, and Integrated River Basin Management
• Liaise with government and non-government partners
• Engage with authorities on tourism development to improve/ensure sustainability regarding endangered species and river habitat.
• Manage budgets (with finance staff, prepare, monitor, and report, guarantee financial integrity and accountability, following proper procedures for per diem, purchasing, cash advance, travel)
• Reporting: coordinate timely writing and submission of technical and financial reports to donors and uploading to WWF’s Connect system
• Implement relevant project activities, monitor progress, and adapt project plans based on needs, obtaining donor approval when necessary
• Develop ToRs and assist in recruiting Freshwater Programme staff

Qualifications:
• A university degree (preferably at Masters level) in a relevant discipline (such as biology, conservation, natural resource management, or a fisheries/wetlands related discipline)
• At least 5 years experience managing conservation or natural resource management programmes or multiple projects
• Experience of co-operative work and negotiating with NGOs and Government officials at all levels
• Significant supervisory experience with the ability to manage and interact at all levels of an international, multicultural and multilingual organization
• Proven fund-raising achievements
• Experience of working in Cambodia or the Mekong region
Essential skills:
• Strong Leadership skills
• Excellent management, planning, organizational and communications skills
• Proven fundraising skills
• Ability to work well with, and contribute effectively to a multicultural team
• Strong commitment to build capacity in national staff
• Fluency in written and spoken English
• Ability to do field work and travel extensively, nationally and, to a lesser extent, internationally
Desirable skills:
• Knowledge of WWF structure, priorities, and procedures; as well as WWF's ecoregional approach to conservation.
• Very good skills in use of MS Word, Excel, Power Point, preferably also in Miradi, and Novell Groupwise.
• Ability to speak Khmer
