Supply Chain Management Technical Advisor
Location: Cambodia-Phnom Penh
Clinton HIV/AIDS Initiative (CHAI) /In-Country Operations

Overview:
The Clinton Foundation is looking to contract a short-term advisor with significant procurement and supply chain experience. For the length of the contract, this person will be based in Phnom Penh, Cambodia at the National Center for Parasitology, Entomology, and Malaria Control (CNM) to help strengthen the operational and technical capacity of the procurement unit.

Responsibilities:

- Conduct assessment of the CNM's procurement procedures and recommend appropriate solutions to identified weaknesses/obstacles.
- Assist with the revision or development of templates, guidelines, standard operating procedures, and other procurement and supply chain-related materials and tools to help improve efficiency and promote best practices.
- Assist the CNM Procurement team to improve the current system for storing procurement information, so that all documents are kept securely, appropriately updated, and easily accessible to users and auditors.
- Ensure that the procurement process adheres to the Global Fund Guidelines for procurement.
- Streamline the process for writing quarterly and semi-quarterly procurement reports for submission to the Global Fund.
- Plan and implement trainings for the CNM and its partners to broaden capacity and address identified weaknesses.
- Provide support to the CNM's local procurement manager to manage and coordinate procurement for all on-going grants.
- Facilitate in discussions between the CNM and the Ministry of Health to harmonize the procurement process for Global Fund projects.
- Assist with the improvement of the existing malaria health product distribution system by drawing on and promoting best practices in each area.
- Assist with any other procurement or supply chain-related issue that may arise during contract.
- Develop both short-term and long-term Action Plans.

Qualifications:
- Advanced degree in relevant subject and at least 7-10 years experience in supply chain management.
- Operational experience with supply management of pharmaceutical and health products. Experience with procurement systems is strongly preferred.
- Project management and/or consulting experience.
- Experience working in a developing country is a plus.
- Strong problem solving skills and analytical capabilities.
- Excellent communications skills - both written and oral.
- Strong interpersonal skills.
- High level of proficiency in relevant computer applications particularly Excel, Power Point and Word and in building necessary tools in these programs.
- Knowledge of malaria is desirable but not required.
