Call for Proposal for Research on Child Labor in Tobacco and Cassava

Winrock International is seeking research proposals from competent research consultants or research institutes to conduct a research on child labor in tobacco and cassava production in Kampong Cham province under CHES project. The research should be conducted in early October 2008 and completed by December 2008.

The overall aim of the research is to broaden Winrock’s knowledge on the child labor in tobacco and cassava production in Kampong Cham province so as to inform the policy with evidence based reliable data and information. The research should embrace multiple perspectives such as from working children themselves, parents or family members of the children, government officials, local experts and project staff. This includes a profile of individual children, description of children’s work, education and socio-economic status, hazards includes in the work as well as psycho-socio effects of work on children. With this understanding of the situation, interventions can be more effectively designed. The research, thus, also aimed toward gathering information necessary for making recommendation for interventions at the policy as well as at programming levels to address existing and emerging issues

The specific tasks include:

* To work closely with the technical advisory group consists of government and non government agencies and research organization.
* Design the research study and questionnaires in close consultation with the research team
* Facilitate the implementation of the research study
* Key informant interviews with relevant Ministries and Departments, CHES partners and other stakeholders at national, provincial and community level.
* Field-based consultations
* Data analysis and report writing
* Presentation of key findings and policy and program recommendations to the policy makers and key governmental and non-governmental organizations;
* Submission of final research reports (including electronic version) in Khmer and in English (three copies each).

Qualification Required:

* At least five years of successful experience in the area of agriculture, education, child labor or and child protection, rural livelihood and farming systems in Cambodia.
* Professional competence and solid technical experience on national and international instrument concerning child labor, UN CRC and other legal instruments against the worst forms of child labor.
* Prior experience in conducting similar research study in South East Asia.
* Expertise in child labor, health and child psychology
* Good analytical and communication skills and excellent writing skills.

Please send your cover letter outlining clearly how the candidate or the institutes meet above-mentioned requirements.
