Life Skills for HIV/AIDS Education Program Evaluation Team

CALL FOR PROPOSALS:Connecting Cambodia to a World of Development Experience

The United Nations Development Programme is seeking to fill as soon as possible the following vacancy based in the Ministry of Education, Youth and Sports:

Life Skills for HIV/AIDS Education Program Evaluation Team
Special Service Agreement from May-August 2007

A team, with a minimum of two members, is expected to conduct the
following activities, among others.
• Assess the impact of the various approaches employed by the MoEYS
and contracted NGOs for reaching in- and out-of-school youth with life
skills and preventive education messages.
• Assess the extent to which the MoEYS HIV/AIDS Education Program is
efficient and cost effective.
• Assess the extent to which the Like Skills for HIV/AIDS Education
activities are mainstreamed and integrated within the education sector;
• Provide recommendations for improving the effectiveness, efficiency
and sustainability of the program, including funding sustainability.
Selection Criteria
The team will have the following expertise/qualifications:
• At least 5 years experience in planning/management of HIV/AIDS
preventive education programs in a resource-poor public sector setting at a senior level.
• Experience in assessment of HIV/AIDS preventive education programs
in developing countries (consulting firms will be requested to submit
proof of relevant evaluation experience)
• Excellent communication, analytical and writing skills
• Experience in participatory assessment techniques
• Experience working in Cambodia in HIV/AIDS and education context an
asset
• Fluency in written and spoken English; working knowledge of Khmer
an asset
Individual consultants who will team up for this consultancy are also
encouraged to submit a proposal.
