International Technical Advisor
Institutional Capacity Building

An exciting opportunity to be at the heart of national initiatives supporting Cambodia’s Orphans and Vulnerable Children (OVC) to enjoy better care and access to services.

The Advisor (TA) will strengthen capacity of Ministry of Social Affairs Veterans and Youth Rehabilitation in implementing OVC program, and support the National TA who will take over from January 2010 onwards.

The responsibilities include:

* Improve structures and management capacity​ of Global Fund (GF) program implementation.
* Promote effective functions of the Ministry team through training, coaching and mentoring.
* Formulate long-term capacity building plan 2011- 2013 based on existing capacity assessment.
* Formulate internal operation policies for the Ministry to manage donor funding.

The competencies needed:

* Advanced degree in Management, Accounting or related field.
* Minimum five years work experience in the field of organizational development or capacity building.
* Experience in budget management; familiarity with GF requirements would be an asset.
* Experience of working with Ministries or Government Departments in developing countries
