Gender and Development Specialist

The ADB-Cambodia Resident Mission (CARM) was established to assist its headquarters in the implementation of projects and programs, in project processing country programming and economic and sector work. It also coordinates ADB's activities with other resident diplomatic and donor missions, non-government organizations, academic institutions, local think tanks private sector, and other members of the civil society.

ADB's Policy on Gender and Development (GAD) provides the framework for addressing gender concerns in all ADB's program of activities. Under the GAD Policy, the ADB is implementing a regional technical assistance (RETA) project on Enhancing Gender and Development Capacity in Developing Member Countries-Phase 2. ADB is inviting applications from national GAD specialist to work as a long-term consultant (3 years) in the Cambodia Resident Mission.

Description of Responsibility

* Building and strengthening the gender capacity of ADB's executing agencies in Cambodia;
* Preparing and conducting in country gender training seminars for government officials and project staff;
* Providing gender and health technical input to the processing and implementation of ADB financed loans and TAs addressing gender equality, women's empowerment and women's health;
* Acting as the ADB's focal point on gender issues in Cambodia.
* Coordinate with the Headquarters on GAD issues;
* Perform other activities as requested.

Selection Criteria

* At least five (5) years relevant professional experience in gender and development;
* Postgraduate degree preferably in the field of GAD or relevant social science with specialization in gender studies;
* Experience working with multilateral or bilateral development agency;
* Strong interpersonal and communication skills and the ability to liaise and work effectively with ADB staff, Government officials and non-government organizations;
* Adequate computer skills and fluency in English and Khmer.
