Friends-International is a social enterprise that works with marginalized urban children and youth, their families, their communities and societies to build better futures for them.

Currently the drug project of Friends-International as Sub Recipient (SR) though Sub-sub recipients (SSRs) under Principal Recipient (PR) NCHADS implementing drug program for “Scaling up intervention for HIV intervention, treatment and care and Mitigation for vulnerable and marginalized population at risk” under funding support of GFATM SSF grant.

Friends-International is inviting interested NGOs to send their expression of interest for implementing drug program as SSR.

Project activities: the project aims to provide supports to drug users to access to HIV prevention, treatment and care throughout project activities including outreach and/or drop in center and referrals.

Project timeframe: the project will be contracted up to December 2013 and could be started as soon as possible depending on the process of assessment.

Requirement/Criteria: Ideally, we would like to identify a new SSR meeting the below criteria:
• Located/working outside of Phnom Penh (we do have a good coverage already)
• NGOs having already contact with drug users and experience in implementing HIV/AIDS program
• There is a need identified to cover in the area/community (for drug project implementation) or not overlapping with other GFATM granted program.
• Mainly working with children and youth or able to reach at a reasonable proportion of number of children and youth among their target groups.
• Has enough capacity to manage the fund (under GFATM) or can be trained to rapidly be able to handle the heavy bureaucratic work

Application process:
Interested NGOs please submit to Friends-International their expression of interest with no more than 2 pages. The paper should contain the information as below:
• the summary background of the NGO including the current projects/programs and target groups
• summary of the proposed project which includes:
o problems/needs identification
o proposed strategies and activities toward responses
o expected target/indicators
o estimation of overall budget needed (up to December 2013)
