Cambodia Country Director with Habitat for Humanity International - Cambodia

Job Description
Habitat for Humanity International, a non-profit, ecumenical Christian housing organization whose purpose and goal is to eliminate poverty housing and homelessness from the world and to make decent shelter a matter of conscience and action, is seeking a highly motivated individual to serve as Cambodia Country Director. Reporting to the Regional Program Manager, Mekong Countries this position is responsible for developing the capacity of the national organization to fulfill the purposes of Habitat for Humanity in Cambodia by enabling sound organizational growth through effective leadership to its staff and volunteers, and its programs and partnerships.

Duties
The Duties for the position include:
Overall Country Program Leadership
Provide leadership and motivate the other leaders of the HFHI Cambodia country program to effectively manage its vision and resources, and to skillfully shepherd its stakeholders and homeowner partners.
Develop and guide the vision and long-term goals of the national organization in collaboration with HFHI Asia Pacific Office, and facilitate the development of annual and strategic plans to achieve both the National and Area visions and purposes, reflecting the organization’s principles and core values.
Program Management
Capitalize on opportunities and overcome obstacles to achieve program scale, stability, and sustainability growth goals in alignment with HFH principles, core values and policies.
Oversee program planning, management, and evaluation through program development and/or innovative partnerships; and construction and appropriate technology quality control systems.
Stewardship and Accountability
Ensure the fiscal, legal and programmatic integrity, efficiency, and effectiveness of the organization, including oversight of fiscal planning and budgeting, internal controls and external audits, mortgage tracking and statistical documentation, and accurate and timely fiscal and narrative reporting.
Ensure program stability and the security of capital by securing governmental registration and approval and/or negotiating binding partnership agreements.
Resource Development
Ensure the development of resources adequate to achieve short- and long-term strategic plans.
Oversee the planning, implementation, and evaluation of annual resource development campaigns including deployment of systems, communications materials, and expansion initiative.
Represent the national organization and maintain effective relations with all stakeholders, including government officials, donors and sponsors, partners, homeowners, and the public at large.

Requirements
The Essential Requirements for the position are:
University degree in a relevant field, such as international development or relations, public administration, economics, management, civil engineering, architecture, urban planning and/or social sciences; a master’s degree is preferred.
At least 10 years of relevant professional experience, at least five years of which internationally including three or more years management experience.
Previous work experience with an international NGO, development or relief agency or similar insititutions strongly prefered and community development experience a distinct advantage.
Experience in non-profit or NGO resource development, including successful grant proposal submissions to multi or bi-lateral funding agencies, foundations or other funding agencies strongly prefered.
Knowledge of development or poverty reduction policy issues at national and international level is essential. Knowledge of housing-related policy issues preferred.
Experience managing grants from bi-/mult-lateral funding agencies (e.g., World Bank, ADB, USAID, AusAid, etc.) and foundations a distinct advantage.
Strong personal interaction skills, including effectiveness negotiating with persons in government, business, academia, NGOs, and the media.
Comfortable working with a number of development and environment issues and partners; able to establish priorities and communicate these effectively within HFHI Cambodia and to partners and donor.
Highly proficient in English, both written and spoken, and proficiency or working knowledge of Khmer prefered.
Proficient with word-processing, spreadsheet, database, and email software applications.
Familiarity with construction, especially in low-cost housing technology, preferred.
In-depth knowledge and understanding of the local culture, society, laws and custom.
